Generally, out-and-out restaurant reviews are more detailed than those for restaurants in hotels. That’s not to say that either is any better or worse than the other. But it’s likely that hotel restaurants are used because they’re there rather than as a night out in itself.

As to prices, these are judged relative to the type of establishment. Thus £10.00 would be expensive (poor/adequate) for a greasy spoon/tranny caff/burger bar, but cheap (good) for a Pizza/Pasta Bar/Pub, very cheap (very good) for a bistro, and so on.
